PRAGMATIC AND CONVENTIONAL STRUCTURE OF PROFESSIONAL COMPETENCE

Abstract


Introduction. The article deals with the concept of professional competence (PC) and its components in the Ukrainian legislation and in the practice of the USA and the EU. A congruent holistic-pragmatic structure of the PC is proposed. The necessity and adequacy of its components are theoretically substantiated. The conditions of transformation of the definition of the structure of the PC into the conventional one, which should become the key in the information infrastructure of the Ukrainian labor market, are outlined.

Рurpose – to search and substantiate theoretically holistic and pragmatic structure of the PC, which is in line with current definitions in Ukraine, the USA and the EU and which can become a convention for market stabilizers. Methods. Theoretical methods of scientific research: systematic and comparative analysis of existing definitions of PC structures in Ukraine, the USA and the EU and the synthesis of a new holistic-pragmatic structure. Causal analysis of economic necessity and adequacy of its components.

Results. A comparative analysis of the structures of PC components, which are in the legislation of Ukraine and in the practice of the USA and the EU. Holistic-pragmatic structure of the PC having the following components: professional knowledge; skills and abilities; abilities; professionally important qualities and features; values, orientation and meta-competence (meta-knowledge, metacognition, metaspecificity). Conditions of its realization in the practice of the Ukrainian labor market.

Originality. A new holistic-pragmatic structure of the components of the PC is proposed. The structure of professional meta-competence is determined. The integrity and pragmatism, economic necessity and adequacy of the proposed components of the PC are theoretically substantiated. The conditions of transforming the structure of the PC into a conventional one are outlined.

Conclusion: The information infrastructure of the labor market requires the pragmatic and conventional structure of the PC for the development and implementation of professional and educational standards, for the integration and efficiency of the markets in the work of Ukraine and the EU. Based on the analysis of PC structures in the Ukrainian legislation and in the practice of the USA and the EU, a holistic and pragmatic structure of the PC is proposed. The economic necessity and adequacy of its components will make them pragmatic, and the consistency with the stakeholders of the labor market of their measurement and evaluation systems will make them conventionally.
